Is there any way to save default content for the "default title block" in the sheet layout view? As in save company info and other details that will be the same for every plan. Or even save one to the user library with this info? I can copy an existing block to the user library but unable to access layout templates for editing anywhere other than the sheet layout view.

Yes, indeed. Copy the desired title block to your User Library => modify it, add text, etc => Create Template (see User Guide - page 59)
