Yes, it is worth the difference.
You can check this chart http://www.punchsoftware...ion-is-right-for-me.aspx and see all the available features in the AS V19 program (first column in the chart) and compare with AS 5000 features. Of course, many of the differences also depend of your goals (i.e. if you intend to do permit plans or rendering or building estimation, etc.)

Note that AS V19 allows 20 floors (AS 5000 allowed just 3 floors).
Other amazing features => huge materials and objects' libraries, photorealistic rendering, light colors, 3D effects, lots of power tools, etc.
