When I do Move Entire plan it moves the lot as well as the house plan. What I want to do is move the house on the lot to position it correctly in the terrain. Or is there a way to select the lot perimeter and the topology lines to move them below the house plan?

Go to the Floor tab => Check if all the desired elements are visible ( By clicking tab name, a drop down menu will open with the names of the tabs --> you have the option of viewing or hiding other tabs. Just check the names of all the tabs you wish to show, so unselect the tab where the lot is) => Edit => Select All => Edit => Move => write the desired distance (X and / or Y)

OK, but it still seems that I have to move each of the 3 floors individually and line them up again. Can't seem to select all floors and move them together.

Use "the other way around" solution ;-)
Select and move just the lot

I understand that H&LD version 17.7 should allow 4 floors. Why do I only see 3 floors shown for selection on my Windows 7 PC.

Remember in your first post, my answer to your question regarding the elevation management?

You need to add the 4th floor

Punch, as any program, has a learning curve. The best way to learn the program, IMO, is practice + practice + practice.
Try to create elements not related with your project, so you will become familiar with the commands and how to develop the different components.

I now see that there were only 3 floors identified because I had begun by using an old project file that already had 3 floors created. As you stated, I just needed to add a fourth floor.

I was never able to move my house plan or my landscape without both moving. Finally solved the problem by creating a fourth floor with only the landscape on it so it could be moved independently to get house in right position.

I want to place stone about 3 feet tall along the bottom of an exterior wall. User Guide indicates this might be done using wainscoting, but I can not see how to apply the stone material that way. Do I need to stack two walls to be able to apply different materials?

Apply the wainscot => apply the stone on it
