Yes, you can.
You can import the DWG files using File => Import => DXF / DWG file. After you import the file, select the elements and convert them to Punch topography components (Select the lines or shapes => properties bar => Convert to)
Regarding the trees and rocks' survey, you can import this DWG file too, however, you will need to add the trees and rocks manually.
