Regarding the trace image (bmp, jpg, etc)--> you can trim the unused space so it will fit better, or you can set the image in a reduced scale and after you loaded it, resize the image (probably you should do this anyway in order to scale the lot)

You can, of course, resize the lot, so the workspace will contain your image

Now, if you have a V10 version
Step 1--> open the Topo Designer (power tool)--> Design--> Load Topography trace image--> resize if necessary--> you can use also the last icon of the snap bar (right of the screen, in a green rectangle in the image attached)--> the trace menu will open--> you can resize, flip, etc
Step 3--> to reposition the image in the lot--> In the trace image menu--> click the last icon, Offset image--> using the bars, you can move the image to a different position
