Hi Bill,

Yes, the Property Boundaries are supposed to be visible in the Punch Topo Designer.
Some important notes
- Say you opened your Site Planer lines in the Detail tab of the main program--> As you open the Punch Topo Designer Power Tool--> Design--> Visible plans--> Detail (or the tab you used)--> the SP elements will appear
- After you developed your Topo elements--> save and update the plan--> Main program--> Options--> Show Topography lines--> The Topo elements will be visible in the Punch main file
- In order to show / hide different tabs (floors, electrical, etc)--> If you are working in / printing from the floor tab for example (or electrical, etc), you will see a small black arrow at the right of the name. By clicking the small arrow and checking or not the names of the tabs you have the option of viewing or hiding other tabs.

Hope this helps
