Do you mean with the detail tab? 3D workshop? Section Detailer? Topography?

This occurs in Landscape, Detail, and Topography (my level of progress) so far. Holding the shift key releases the constraint of 5 degree increments.

I drew a pool with pool designer and placed it in my back yard. There is a covered patio next to the pool. I drew the patio ceiling with the floor tool and set the elevation to 8 feet. When I circle over the design with the helicopter view the pool shows thru the patio ceiling. The final render also shows the pool thru the ceiling. I also tried this with an elevated deck and have the same effect. Is this a software bug or do I have a setting wrong?

I checked Todd's file and I confirmed that the problem is the same I found with the floor cutout: Punch cuts all the way up so the floor looks transparent in the sectors they are superposing in the space as you move
These are some ideas - If the thickness is not a concern, you can use a fill. If you use it alone, it will work OK. However, if you use it under the ceiling, the fill will cover the "hole" but you will see the hole anyway (see attached) - You can use also a Ground Fill Region or a Pathway, but again, they will not show thickness - A 3D shape developed with the 3D workshop is a good idea - This is my favorite: draw a freehand roof with the shape of the ceiling--> set the pitch as Custom 0:12--> texture and elevate as necessary--> see attached
Notice that all these elements will alter the real materials and components in the framing editor and in the building estimator

Yes, the floor cut tool also cuts all the way up, as the pool designer. And this produces other interesting characteristic (I used this trick to create ceiling effects)
If we have a floor with 12", for example (green face in the image attached), and we create a cutout with 6" (the dark pink face in the image attached), if the floor and the cutout are positioned in the same elevation, the cutout profile will show the 6" thickness but the cutout will cut the 12"

Thanks for the replys. I got around this problem by drawing the ceiling of my porch as a floor on the second story. This displays correctly.
