Hi Dave,
From the help text "Among the Punch! Home Design Architectural Series 3000 Power Tools, are the DXF/DWG Importer and Exporter"
In the preview tab, open the Power Tool tab, the two icons at the bottom are the DXF/DWG Importer and Exporter (See the image attached)
To set the walls with different thickness: draw the wall out of the location and then nudge it with the arrows.

Is there a power tool that will convert a *.dwf to *.dwg or *.dxf file?

Hi doakay
The DWF (Design Web Format) is a publishing format, developed by Autodesk. Is their version of the PDF files, so you can convert a full set of DWG plans and publish - copy - print them with this format.
There is a free viewer and you have a free trial for the program.
However, the goal is the same of the PDF with the texts, avoid changes in the original files. So, you can't convert a DWF file in a DWG file in the same way you convert a BMP file into a JPG file, for example. You need specialized programs
I have a program (DB, is still a beta) and it converts DWF and PDF plans to DWG plans.
