In Architectural Version 22 How do you display all of the elevation dimensions for construction ?
I need to print blueprints to get contractor bids.

What do you mean by "all of the elevation dimensions"? Is there any dimension setting missing?

In the elevation view (2D) and the 3D view pulled up in another window, I have no dimension displayed on the elevation view, none!

Of course not! Cool They are custom settings!

In order to create an elevation, you need to add the necessary custom annotations, such as technical references, dimensions, information about materials, etc. As the permits require different references, this can't be an automatic process. This is why the Punch programs provide the necessary tools to create the desired annotations in the Elevation tab, as shown in the image below.

You can see this elevation in my webpage.

Punch, as any program, has a learning curve. The best way to learn the program, IMO, is practice + practice + practice => Read and follow the User Guide (this is important), see the videos => In order to get started, try to create elements or a simple plan not related with your project, so you will become familiar with the commands and how to manage the different components and solutions.
