Hi mlocher,
As you can see comparing the prices, AS 4000 V10 has more features than IDS, like the Pool Designer, Elevation Editor, Section Detailer, Fence designer, Symbol Editor, Global Sun Positioning and Real model,as well as new libraries
Regarding your question, all the features and Power Tools included with IDS are included in AS 4000 V10 but not all the AS 4000 V10 features are included in IDS.

Just an additional note AS 4000 V10 has all the Power tools but it hasn't all the features
Notice that the new MLP is Version 10.5, therefore it has some additional features, as you can check in this post
