Punch Pool template? Do you mean the Pool Designer Power Tool?
Unfortunately, the DWG Import feature can be used only in main program and you can't use it or export the file to the Power Tools
Of course, you can import the CAD file and trace your pool with this

In addition, if your question is related with templates, yes, you can create a template with these elements--> Preview bar--> Templates--> create templates
