Hi brad frailey,

I checked both the help file and the User Manual (page 274):
"Click the DXF/DWG Importer on the PowerTools bar. The Import dialog box is displayed"

Perhaps you checked the DWG Import feature with the Symbol Editor?
Check the images attached and let us know if you need additional help
