Now, regarding your specific issue: some PDF writers work with the Punch plans but they don't work with the Layout manager and / or the Elevation Editor. Acrobat is one of the programs with this issue

Other programs write the files, but the quality is not good

Currently I use PDF Creator, and the results are acceptable, as you can see in the elevation attached
