Not directly, but you can try this

If you have Platinum V4.5.1.

- Open the PDF--> select the plan--> copy to clipboard--> paste in MS Paint (or other graphic sw)--> Save as BMP--> Go to Punch--> Design--> Load Floorplan trace image--> resize--> Trace the plan over the image

If you have Platinum V8

- You can try the method above
- There are several sw in the market converting raster images to vector, some of them with excellent results. I have DBCAD (is a German sw), it does miracle-conversions ;-). So converting to DWG, you can use the DWG importer in Punch
